The Energy Ministry has filed a complaint against an oil intermediary accused of using a nail salon as a front while more than 800,000 litres of fuel allegedly disappeared from the system.

The small cockroach-infested salon provided dental courses to customers before issuing certificates and a starter kit to help kickstart their business.
